SOCIALISM IN GERMANY.
AN APPEAL BY BULOW.

(Received January 26, 9.37 p.m.)
Berlin, January 26. Speaking in the Prussian Diet yesterday, Prince Bulow appealed to the middle classes to assist the Government in combating the revolutionary efforts of the Social Democrats.
The position of the Social Democrats in Germany is shown by the fact that at the general election for the Reichstag in 1903, of 9,495,000 valid votes 3,010,000 were cast for that party. The remaining 6,485,000 votes were distributed among 13 other parties. Of these the National Liberals received 1,317,000, and the Centre Party 1,875, 000 votes. Nothing in continental politics of recent years has been more remarkable than the growth of the Social Democratic vote in Germany.
