JAMAICA.
GARRISON TO BE RETAINED. By Telegraph Press Association.— (Received January 26, 9.37 p.m.) London*, January 26. The Secretary for the Colonies (Lord Elgin) announces that a British force of artillery and engineers is to be retained permanently in Jamaica ; that a fast cruiser is to be stationed in the West Indies, and that the cruiser squadron is to make an annual visit to the islands. This is a reversal of the decision of the War Office in February of last year. The Governor-in-Chief of the West Indies, Sir J. A. Swettenham, was then informed that it would be necessary to increase the local militia by 1000 men, in view of the withdrawal oft 'the British garrison, or the greater part of it. This decision was come to owing to the rearrangement of the naval squadrons, and the extinction of the South Atlantic squadron.
