EQUAL ELECTORAL DISTRICTS QUESTION. By Telegraph Association—Copyright. (Received January 24, 11.35 p.m.) Capetown, January 24. It is reported at Johannesburg that the High Commissioner (Lord Selborne) has informed Lord Elgin that he will resign if the Government, yielding to the representations of Mr. J. Smuts (registrar of deeds in the Transvaal), decides against equal electoral districts for the Transvaal, with a view to giving the Boers, who are in a minority, a preponderating influence in the Legislative Chamber.
