CHARGE AGAINST A FRENCH SERGEANT. By Telegraph Association Copyright. PariSj December 13. A sergeant of the French Colonial Infantry has been arrested on the Upper Sangha River, in West Africa, on the charge of executing, without trial, three natives accused of not paying their taxes in kind. His native soldiers ate the victims.
