The St. Petersburg newspaper Novosti says the meeting of the Kaiser and the Tsar lias probably solved the question whether the Kaiser is to continue hostile to Japan, or will exploit the ''yellow peril'' for the benefit of German interests. It is believed in St. Petersburg that the Kaiser planned the meeting with the Tsar to influence the Tsar in connection with the internal affairs of Russia. , FRENCH PEOPLE SUSPICIOUS. (Received duly 27, 12.14 a.m.) • London, July 26. The people of France are decidedly suspicious of the Kaisers motives in, meeting tjie Tsar. M. Rouvier's reception of M. de Witte is reported to have been cool.
