St. Petersburg, May 5. Ix defiance of the order given some time ago by the Tsar that the Zenist-vos should not discuss politics, the representatives of 34 Zemstvos have met secretly at Moscow to formulate v.- charter of the people's liberties.
The extreme Conservatives of Russia, it is reported, have formed a secret terrorist committer to organise physical force attacks upon the leading reformers.
A man has been arrested at Odessa with a bomb in his possession. A secret arms store has been discovered at Odessa.
RELIGIOUS LIBERTY DECREE.

With reference to the Tsar's decree granting religions liberty, it has transpired that wealthy dissenters at Moscow had subscribed • several hundred million roubles to the war fund in return for relief from their civil disabilities.

There is great public indignation in Poland owing to the brutality used by the Cossacks and the infantry in dispersing crowds. They fire indiscriminately and take no care to avoid injuring inoffensive people.
