There is again a condition of panic at Moscow and St. Petersburg, owing to the rumours of an impending outbreak of the people* The aristocrats and the people of the middle classes arc leaving the cities in large numbers. There are fears of widespread disorders in the provinces. The police are often accused of inciting the masses against the "intellectuals." Alarm has been created in Moscow by the announcement by the newspapers that the Government intend to appropriate for the wat all the money deposited in the State bank. The Hank of Russia acts as a State bank and a commercial bank. At the end of 1903 lie deposits and accounts current amounted to 449,620,000 roubles (about £44,000,000). The hank had a paper currency of about £32,000,000. which, according to a law passed that year, lias up to £30,000,000 to be covered half by gold, ami above thai; amount totally bj gold.
