REJECTION . OF THE SAN
DOMINGO TREATY.
By Telegraph.— Preß3 Association.—Copyright. Washington, March 16. When informed of the fate of the treaty he had made with San Domingo, President Roosevelt remarked, "It is the abandonment of the Monroe Doctrine.
The Senate a few weeks ago so amended the international treaties of arbitration entered into by President Roosevelt as practically to nullify them. An addition made in the Bill, confirming tho treaties by the Senate, stipulated that every stop towards arbitration should be approved by the Senate before being taken. The Senate, is guarding its powers in foreign affairs from encroachment by the President.
