VLADIVOSTOK.

(Received March IT, 9.20 p.m.) St. Petersburg, March 17.

General Kazibee has been appointed commander of the garrison of Vladivostok.

NOTES ON THE WAR,

The panic* that seized the Russians at Mukden ii mill active. They have not forgotten the pounding they got when crossing the. Htmlio and when moving along the Mandarin Road. The .lanane.-e followed them nyht tip In Ti di; ;,'. hammering at their roar--,i.".i' all lit" «:■>'. and were, Finally cheeked ;it tins defensive, position-. It i.-. probable I hut ill attack, which General Kuropatkin .-.Kid «:i - repulsed, wa> made merely to hold tits Russians while the flanking columns moved around the position. So soon as it was seen that the Japanese were closing in from all sides, the Russians bolted. They are now making for Kai-yucn, 25 miles away, and when driven out of that place will move on and on, diminishing as they go, and finally disappearing like a stream'in a sand plain. The Japanese are- bettoi marchers than tho heavy-footed Russians, their hearts are lighter, and they arc better fed. They have behind them a Japan that is happy and proud, while the Russians are fleeing towards a distracted and dejected homeland. It is a heavy handicap the Russian soldier has to bear in the raoe for freedom. The odds are all against him.

For the present the war in Manchuria maybe said to bo at an end, for it is now only a chase. It is said that a Japanese army is marching on Vladivostok. It is hardly likely. Before they oan invest Vladivostok the Japanese must get possession of Possict Bay, or some other near-at-hand port, and for that they must wait until the ice goes. They could not drag sie«o guns over the country between Corea and Vladivostok. It may bo expected, however, that the Japanese will soon set about the isolating of Vladivostok from Harbin.
