Berlin, August 20. Prince Bismarck's last conversation with Count Herbert Bismarck referred to the astounding development of the Russian Asiatic policy. If England, he said, becamo wedded to the French horse and the Russian elephant, Germany need not rush in with a pitchfork, but should serenely watch the stifi-sbirted Lords crunched till they cried aloud to God.
