BOROUGH COUNCILS.

NEWTON.

The ordinary meeting of the Newton Borough Council was held lasb night. There were present :—Messrs. R. Warnock

(Mayor), Davenport, Webley, Watson, Shackelford, Buckley, and Wilson. Mr. Buckley, the newly-elected representative of the Richmond Ward, made the usual declaration. The Arch Hill Road Board wrote, asking for the use of water from the Newton Borough mains, together with stand pipes, etc., for the purpose of tarring and sanding. The request was declined. The revenue and expenditure for the different wards were :—Surrey : Revenue, £311 ; 2a; expenditure, £180 18s Id. Sussex: Revenue, £234 7s ; expenditure, £124 Os Bd. Richmond : Revenue, £252 Os 9d ; expenditure, £229 12s 9d.

PARNELL. The regular meeting of the Parnell Borough Council was held last night. Present: Mr. G. S. Kissling (Mayor), Messrs. Thornes, Withy, Whitley, Thomas, Pollard, Wright, Briggs, Page, and Mrs. Matron. The Mayor of Auckland wrote intimating that the Conference in terms of section 9 of the Shops and Shop Assistants Act, would take place at the City Council Chambers on Friday, 18th instant. lb was agreed to take an expression of opinion as to which day was most suitable, and Mr. Wright moved, and Mr. Whitley seconded, that Saturday be the holiday. Mr. Briggs as an amendment moved that Wednesday be the holiday. The amendment wai lost. Mr. Pollard was appointed delegate to the Conference. Messrs. Russell and Campbell wrote on behalf of Mr. J. M. Brigham with reference to his rates, and charges for water-closets made for the last five years apparently without any authority. He claimed a refund of money overpaid to the Council, unless his rates were made on the valuation of £120 instead of £160. Agreed to reply that the Council had no power to accede to the request. Mr. Gabriel Lewis complained of the scandalous state of the footpaths in Garfield-streeb and Cleveland Road. Referred to the Streets Committee. Mr. Mcßride's tender of £2 10s each for twelve coats for the Fire Brigade was accepted. The Sinking Fund Commissioners submitted a report. The first recommendation was, that all money paid for drainage out of general fund be refunded from drainage loan account. This was agreed to. They asked for certain returns to be furnished to them with reference to the water and drain-

age loan and water loan accounts since 1882, and it was agreed to furnish the information required. DEVONPORT.

A meeting of the Devonport Borough Council took place last night. Present: His Worship the Mayor (Mr. E. W. Alison), Messrs. W. Avenell, R. Wynyard, S. C. Macky, and E. Dutton. The Inspector of Telegraphs wrote, stating that the cost of connecting the reservoir at Mount Victoria and the pumping works would be £34 10s, and the cost of maintenance at £1 per annum per mile. Consideration deferred to next meeting. Dr. Roberts drew attention to the dangerous nature of the bathing place at the end of the old Admiralty reserve. It was resolved to refer the matter to the Works Committee, with power to act. Mr. James Mays was re-appointed valuer, and to supply the valuation list at a remuneration of £12 10s. supply had been made, and there were more applications in hand. He recommended

that the number of stop valves should be increased. The Waterworks Engineer asked for certain alterations and improvements at the works. The consumption of coal had been decreased. The quantity of water pumped during the month of December was 2,148,000 gallons, and the coal consumption for the same period 13 tons 10 cwt. The average consumption of coal was 12J cwt per 100,000 gallons. The Foreman of Works reported that the cost of laying down a 9-inch pipe along Stanleystreet would be £42, and for a larger one £49 12s 6d. It was resolved that a copy of the report be forwarded to Mr. Napier, and that upon the amount of the estimated cost being deposited with the Council, the work be proceeded with. The Mayor moved, ♦-'That the salary of the Town Clerk be increased from £120 to £140." Mr. S. C. Macky seconded, and the motion was unanimously carried.
