Mr. Morley, Chief Secretary for Ireland, explained that it was intended as a measure for protection to civil servants. At the end of live years the Irish Government would obtain control of the whole service.
London, July 19. In the House of Commons, to-day, the Hon. A. J. Balfour moved an amendment to the clause under discussion in the Home Rule Bill, that no civil servant in Ireland be dismissed until he had been offered an equivalent position in England or Scotland. The amendment was rejected by a majority of 42.
