SIR HENRY LOCH.

BANQUET TO HIS EXCELLENCY. Press Association.— Telegraph.— London, November 5!. The Chamber of Commerce entertained Sir Henry Loch, Governor of Capetown, at a banquet. The Marquis of Ripon and the Agents-General of the colonies we're present. Sir J, Lubbock presided, and in proposing the toast of the evening referred to Sir Henry as one of the greatest Governors the empire possessed. His Excellency, in responding, hoped that the great colonies would soon be united in a federal union for ever with the mother country. He believed that in a few years the value of the output of gold in Johannesburg would amount to nine millions sterling per year, thereby assisting to solve the silver question. The Marquis of Ripon said it had ever been his desire to foster the commercial interests of the colonies.
