London, April 6. It is rumoured that Italy and the United States will refer the difficulty with regard to the New- Orleans lynching outrage to arbitration.
Washington, April 6. It is generally regarded as a fact that, owing to the bad character of the men who were lynched at New Orleans and the circumstances which gave rise to the outrage, the incident only requires the recognition of the principle of international justice. Only two of the men concerned were Italian subjects, and both of them escaped.
