U.N.O. HEADQUARTERS

EASTERN UNITED STATES London, Dec. 22. The committee of the United Nations Preparatory Commission, which discussed the site for the permanent headquarters of the United Nations Organisation, decided by 25 votes to five that it should be in the eastern part of the United States. There were 10 abstentions. The vote was taken after two hours of discussion. Many delegates argued that taking a vote for the east or for the west would be undoing the committee’s previous decision that the seat should be established at the most suitable place in any part of the United States. They contended that the matter should be left entirely to the interim committee which has been empowered to exgmine data submitted by more than 50 American cities and districts and submit six suitable sites to the General Assembly. INTERNATIONAL TRUSTEESHIP (Rec., 11.30 a.m.) London, Dec., 23. The Preparatory Commission of the : United Nations Organisation Plenary Session agreed to the principle of a system of international trusteeship to replace mandates. The General Assembly will be recommended to adopt a resolution calling on the StLtes administering territories under League of Nations mandates to undertake practical steps at the earliest possible opportunity to conclude trusteeship agreements with the States directly concern, ed. The Commission adopted the report dealing with procedure for the General Assembly. This suggested that although the firs'- session will d*al with organisation, any delegates should be allowed to raise urgent wurld problems for consideration.
