Sentence on five German and Russian pirates, after prolonged detention and trial ,at Dairen, has been suspended ponding diplomatic negotiations initiated by the German Consul.
It is not disputed that they captured the steamer STTengan, murdering many Chinese with excessive brutality, hut the Consul holds that Dairen lias no jurisdiction regarding crime on the high seas. Much comment lias been aroused by tlip alleged dreadful deterioration of the men’s physical condition while in a Japanese prison.
