NAPIER, This Day. For the fourth time in succession Mr Justice Ostler congratulated the Napier district on its comparative freedom from crime. George William Mitchell, who pleaded guilty to sheep-stealing, was admitted to probation for three years and ordered to pay £l5O at the rate of £1 per week.
