Rugby Union’s rules states -that referees must be appointed by the Referees Association and that therefore nothing could be done until that rule hud been rescinded. The chairman agreed that Mr Logan had stated the true position, but a little informal discussion took place concerning the proposed appointment board. Mr Logan said his Association did not. favour the Union's having two members on the board to the Association’s one, but suggested eaelt should have two members. Also he did not think that the classification of referees was within the jurisdiction of the Rugby Union. The chairman said the Union and the Association had undoubtedly reached a good understanding. However, he had no doubt- that to give effect to the Union's wishes a special general meeting of the Rugby Union would he called and the impeding by-law rescinded. As nothing further could he done the conference closed and the referees withdrew. Discussion on this matter was continued at the subsequent meeting of the Rugby Union Management Committee. A notice of motion was proposed by Dr. Caselberg as follows: — That at a special general meeting to be held on 20th June that the by-laws of the Union be amended by deleting clause 14 relating to the appointment and duties of referees and that the following clause he substituted, namely, “That a board be appointed composed of two members of the [Management Committee and one member of the Referees Association to appoint referees for all matches whose decision will be final.” A further notice of motion was proposed by Mr Est court: That the classification of referees be under the control of the Nelson Referees Association subject to review by the Appointment Board, which Board's decision shall be final.
