QUESTION OF RECOGNITION

WASHINGTON, July 23
Mr Hughes, replying to a letter from Mr Gompers asking the American attitude towards Russia, reasserted that the United States delegation would not grant recognition to the Russian Government at the present time. The United States, contrary to the European custom, cud not withhold recognition from a Government arising from a revolution hut must, be assured such a Government has popular support. In conclusion Air Hughes said, “The United States cannot consider the recognition of the Soviet until it receives convincing evidence that the Soviet will observe tiie fundamental condition of international intercourse and abandon its persistent attempts to subvert institutions of democracy as maintained in the United States and other countries.”
