SERIOUS SITUATION

BERLIN, Nov. 15
The strike troubles are spreading in Rhineland. Fifty thousand workers arc involved. Four persons were killed and ten wounded. Many police were injured. The German authorities were unable 'to cope with the rioting, which lasted all night in Cologne, and invoked the help of the British military police. The situation is serious.
RESIGNATION OF CABINET
BERLIN, Nov. 15
It is semi-officially stated that the resignation of the Government will not affect Germany’s reparation programme ah' outlined in Tuesday’s note to the Commission. The Socialists’ refusal to co-operate with People's Party was embodied in a resolution carried by a two-thirds majority declaring that they could only participate in the Cabinet by’persistency in pursuing a policy for the stabilisation ox the mark, whiclv is the most urgent requirement. The People’s Party hitherto had not given a guarantee of such policy. At President EberPs request the Government will, temporarily carry on today, when he confers with the socialists and non-socialists,
Herr Wirth, in a said_ he hoped to form a great coalition since the note to the Repartion 'Commission had been accepted by all parties except the socialists, but the latter having refused it became an urgent matter to settle the futre external policy.
BEELIN, Nov. 16. Thorfe is a good prospect that a strong business Government acceptable both to the Socialists and the People’s Party, will be chosen.
Herr Ouno, director of the. Ham-burgh-America line, bus. agreed to form a Cabinet. •
