Describing the progress of Communism as world-wide, Zinonilf, at the Communist international congress, said it was making noteworthy progress in Australia and Germany, hut Britain, France, Italy and America, were unsatisfactory. Perhaps the worst was Britain, where notwithstanding great unemployment destitution Communism was developing astoundingly slowly. The executives special duty in future would be to direct considerably more attention to Britain than hitherto, lu Germany the movement was soundly established. The German Communist Party was one of the soundest organised and' numerically stronger than the Bolsheviks in 191/ when they had 250,000 members. Decisive events in German may advance more quickly than generally expected. The course of the proletarian revolution lies from Russia through Germany. We must expect new wars and new revolutionary struggles. Approving Zinoviel’f’s report the congress passed a resolution that the decisions of tjie international executive were binding,on all countries. Lenin in a speech declared that the prospects of a world revolution were becoming not only good, but even brilliant.
