Judgment, was delivered by the Magistrate, Mr Hewitt!,- in.the case a.gainsi» the editor of the .Mana-watu' -Times, charged -with, a 'breach of. the War Regulations in publishing a letter signed! "Shirker," containing matter likely to interfere'with recruiting.' It was admitt- v ed that there was not disloyalty on- th& part of the .paper ibut the Magistrate said the question, of intent had no beai*ing, except in extenuation ,of penalty. if the matter (published was a ■ breach of regulations defendants) were liable, no matter what the motive was. . The caso was not one for substantial penalty and of 20s and costs was imposed.
