No Jobs For Workers Who Defy Law -Holland
CHRISTCHURCH, Fri. (P.A.). —“The National Party’s policy regarding the settlement of industrial disputes is far reaching and important,” said the Leader of the party (Mr Holland) today when amplifying aspects of his policy address last night. “We will make provision for the quick hearing of industrial disputes and for compulsory conferences of the contending parties in an effort to find a quick solution to those problems,” he said.
“Our policy provides for the holding of secret ballots on these issues and we are determined to put an end to direct action and unlawful methods by jobs being declared black and thus holding the country to ransom. That is. of course, intolerable. “There is no excuse whatever for declaring jobs black when such ample provision is made for quick and impartial hearings of disputes. “If we believe, as the National Party does, in compulsory conciliation and compulsory arbitration, we must ensure that that system functions and that defiance of it is not permitted to succeed.
and for compulsory conferences of independently supervised secret ballots on strike issues, then appropriate penalties will be imposed on the union, or on the man. as the case may be.
“But a further and more workable penalty will be that those who defy the law and refuse to submit their case for judicial consideration and decision, and who choose to declare a job black, by their own actions, automatically declare themselves black and they will therefore disqualify themselves from securing other employment until the dispute is considered and adjudicated upon in a lawful way.
“Wo therefore propose that if people refuse to obey the law, and if they refuse to take advantage of the special facilities that will be be provided for the quick ou then: disputes
One of the great weaknesses in the present situation is that men can defy law, declare a job black, refuse to take advantage of the facilities for determining.disputes, and then walk round tha corner and. get another job.”
