LONDON. - One of the leaders oi the Conservative Party has submitted to his “shadow Cabinet” colleagues a plan which tisualises a permanent Commonwealth seerdariat and a permanent} Commonwealth tribunal to which problems affecting .. individual member countries cotid be submitted for solution. The., plan s intended to aid effecfve Commonwealth cooperation in future an! may. ’be included in;a charter defining the Conservative Party’s Commonwealth polity, which the party is expected to issue soon. The suggested pattern of the new flan is: Cl) A Commonwealth Secretary of Stfte in each Dominion; (!) a permanent secretariat with offices in etery Commonwealth capital; (3) a permanent'tribunal. ** ! *
