Non-Communists Roughly Handled
BERLIN, Fri. (1 p.m.). Russia turned down a United States proposal at the weekly meetirig of the four ( military governors for a four-power investigation of increasing 'terrorist activities in Berlin, including kidnappings and beatings, concentrated against members of non-Communist parties. A United States official later revealed that Russian authorities warned the leaders of the Liberal Democratic Party in the Russian sector of Berlin to stay away from the party meeting tomorrow or face reprisals. Russians countered with a claim that Americans raided the prorCommunist , Socialist Unity Party offices in the , AmericaiT sector.
A United States official said the offices were raided in a search for illegal anti-American pamphlets.
