The Brazilian proposal to call on Egypt and Britain to resume direct . negotiations in their dispute, over the presence of British troops in Egypt and the joint administration of the Sudan, failed in the Security Council yesterday because it was one short i of the required seven votes. The resolution .also sought mutual | assistance by Egypt and Britain to guarantee the liberty of the Suez CanAl and the termination of the present joint administration of the AngloEgyptian Sudan with due regard to the self-determination of peoples and self government. Nokrashy Pasha (Egypt) strongly objected to the resolution, saying that no progress could be made until the British troops had left Egypt. M. Gromyko asked for time to study the new resolution and the council adjourned until today. ANTI-BRITISH SLOGANS Before the meeting began about 30 men and women, carrying the banner of the American National Maritime Union and United States and Egyptian flags, demonstrated outside the gates of the United Nations building. They were led by the two Egyptian extremists who recently caused disturbances in the Security Council chamber. Shouting anti-British slogans, the demonstrators threatened to force their way into the building, but were dissuaded by guards. After the demonstrators had dispersed the two Egyptians again tried to enter but were told that the SecretaryGeneral had ordered their exclusion.
