SAN FRANCISCO, May 4.

Mr Stettinius, Mr Eden, M. Molotov and Dr. Soong have offered France a position on their councils on a coequal basis, says the Associated Press correspondent here. The Big Powers are reported to be nearin'* agreement on major changes in the Dumbarton Oaks blueprint for an organisation to keep the peace. M. The British are described as seeking a compromise, perhaps leaning a bit towards the American side. There are fresh reports that the Russians might be edging in the direction of meeting British and American objections on the Polish issue, although it was realised that Russia’s invitation to M. Mikolajczyk and other London Fole s to participate in the talks in Moscow, while obviously conciliatory, did not commit Russia to broaden the Warsaw authority.
