High Seas Fleet May Be Russia’s Aim
(Received 10 a.m.) MOSCOW, January 13. The possibility that Russia intends constructing a high seas fleet is suggested by the creation of a special ministry of shipbuilding, under a new plan by which the commissariat for defence industries, established last year, is being split up into four ministries. dealing with aeroplane const ruction, shipbuilding, the manufacture of weapons and munitions.
