EXTRATERRITORIAL RIGHTS BARRED

(Received 1 p.m.)

LONDON, December 27

The Japanese announce that foreigners living in Japanese-occupied territory in China no longer enjoy extraterritorial rights where offences against Japanese military law are committed, says a Shanghai message. This announcement affects Britain, France, America and other Powers, and follows the opening of areas north or Soochow Creek to foreigners.

A proviso is added that severe penalties, even death, will he inflicted for subversive activities, such as espionage, sabotage, the xise of poison or bacteria, or interference with communications.

Grenades were thrown at a Japanese launch from Honan Road Bridge, within a British defence sector. They have been made by Chinese. A Japanese Army spokesman said that existence of such ammunition within the settlement was evidence of lack of control.

The United States gunboat Oahu has gone up the river, accompanied by a salvage tug, to investigate the possibility of raising the gunboat Panay.
