LEAGUE’S POLICY COMMITTEE’S REPORT STRICT SCRUTINY PROCEEDING. (Received 1 p.m.) GENEVA, February 2. The Committee of Experts on,Sanctions recommends the various Governments to instruct their Customs and other authorities to exercise the greatest vigilance in the observation of the sanctions regulations. It says sanctions should apply to goods 50 per cent, of the value of which is attributable to processes undergone since they left Italy. The committee’s report on the present position of sanctions shows that the arms and financial sanctions have been accepted by 52 Governments; the prohibition of imports from Italy by 50; the embargo on certain exports to Italy by 51; and mutual support in the application of sanctions by 46. A message from Rome says a newspaper urges the prompt employment of poison gas in Abyssinia, in order to intensify resistance to sanctions. ITALIAN PRESS OUTBREAK j SIGNIFICANCE QUERIED. I The “Daily Telegraph’s” Rome cor- j respondent says that the French Ambassador called on the Foreign Undersecretary, Signor Suvich, and asked him what interpretation foreign diplomats were expected to place on “II Popclo d’ltalia’s” outburst of February I against sanctions.

The Rome correspondent of “The Times” says that other newspapers, discarding the finer distinctions made by “II Popolo dTtalia,” declare that an extension of sanctions will lead to hostilities. The suggestion that the countries which are upholding the Covenant of the League 'are seeking the preservation of peace is discarded as a falsehood and as hypocrisy.
