The padlocking of all stores convicted of short measure and other ' dishonest. practices, for various periods, according to the extent of the fraud, was urged by the former Trade Minister, Mr H. H. Stevens, when continuing his campaign against unfair business methods. Fraud charges were laid against 117 merchants.
