MORRO CASTLE CALAMITY
REASONS ASSIGNED OFFICERS AT FAULT. (Received 10.30 a.m.) WASHINGTON, November 7. The death 1 of 84 passengers and 30 members of tfie crew of the Morro Castle, which was burned at sea on September 8, Was attributed today to the United States Steamboat Inspection Service to the rapid spread of fire, the delay in giving the fire alarm, the ineffectiveness of the systhe failure to mark exits properly, and the delay of the officers in sending the S.O.S. message.
