DRAFT OF COMMERCE TREATY.
JAPANESE STIPULATIONS

A draft of a commercial treaty with Manchukuo, which is expected ( to be concluded early in February, provides for improvement of the judicial system and reaffirms the “open door” policy, but stipulates reciprocal clauses regarding special imports and exports of mutual benefit.
It also provides for an extension of Japanese rights of leasehold under the 1915 treaty over the whole of Manclmkuo, also reciprocal freedom of travel, residence and business, inland navigation and exchange of consuls.

SHANGHAI, December 19
The reported resolution of the Kuomintang to send troops to Manchuria and to direct an anti-Japanese boycott is only a draft resolution and is not sponsored by members of the Government, who merely passed the resolution as admissible for debate at the present session of the Central Executive.
