KAISER AS PACIFIST. CARNEGIE'S SUGGESTION CRITICISED. (By Telegraph-Press Assn.-Copyright) BERLIN, Sept. 1. The newspapers are angry at Mr Carnegie's suggestion regarding the Kaiser as a pacifist. The "Cologne Gazette" says the Kaiser will preserve peace as long as it is reconcilable with national honour, and "when the necessities of national development require we will make the sacrifice of battle upon the the altar of our power and glory."

Mr Andrew Carnegie, who unveiled a bust of Sir Randall Cremer (founder of the International Arbitration League) said that if the Kaiser summoned a council of the nations, universal peace was assured. "A small spark oft creates a flame," He said, "and the Kaiser holds the torch."
