Construction of New Streets
SUGGESTIONS BY PALMERSTON NORTH CITY COUNCIL
The following remits are to be forwarded by the Palmerston North City Council to the Municipal Association of New Zealand l'or consideration at its forthcoming conference:—
* ‘That in view of the modern trend of tar-sealing streets in cities and boroughs and the necessity of abating the dust nuisance brought about by fast-moving traffic, and also in view of the fact that the beautification of a borough could be considerably improved by the elimination of unsightly poles in the streets: (1) Section 125 (5) of the Public Works Act, 1928, should be amended to include provision whereby the local authority may require the owner to tarsealboth the road and the footpath or at the option of the local authority to deposit with or secure to the local authority the cost of executing such work. (2) Section 332 (3c) of the Municipal Corporations Act, 1933, be amended to include provision whereby the council may, before approving a plan of subdivision which includes new streets, require the owner to create an easement running at the rear of the allotments, for the purpose of the erection of telephone and electric power poles.”
