BULGARIAN ARMY VOLTE FACE United Press Association— By Electric Telegraph.—C o pyr i* h t Received Sunday, 7 p.m. SOFIA, Feb. 19. The careful rejuvenation of the Bulgarian Army carried out by General Loukoff whom King Boris dismissed in January, is now annulled by the stroke of a pen by a royal ukase. Dozens of high officers are relegated to the retired list. It is believed the changes are intended to give King Boris a free hand in arranging the Government after the forthcoming elections.
