The Government accepted amendments excluding from the operation of the Act a stage or screen actor portraying a Communist or Fascist and limiting the period in which a procession may be banned in any area to three months, also limiting tfie restriction on flags and banners to those likely to lead to a breach of the peace. During the debate Mr. Gallagher (Labour) said people had been marching to Whitehall shouting “For the King,” but if they had been shouting for bread the police would have been there and smashed them to pieces.
