Control of Arms Traffic
AMERICA’S LAST GESTURE. United Press Association.—By Electric Telegraph.—Copyright. Received Wednesday, 7 p.m, NEW YORK, Nov. 13. The New York Tipies’ Washington correspondent' says that Mr. Cordell Hull revealed to-day what may bo America’s last gesture toward salvaging some tangible accomplishment from Ihe Disarmament Conference. He announced that the State Department had drafted a convention to provide control over arms traffic similar to that negotiated at Geneva in 1925, which American envoys are now presenting to various European countries prior to its formal consideration by the Disarmament Bureau, which meets at Geneva on November 21 next.
The convention was not made public, but it is understood that it would license both the export and import of arms, with full publicity demanded for all international transactions. It is pointed out that the administration hopes to negotiate a convention through the Disarmament Conference, but as a separate treaty and not part of any general treaty that might be concluded.
