One in every 10 of the people in Britain is too dull or sickly to earn a living unaided, according to a statement at a recent London educational conference. A youth charged in New York with theft has been awarded £4OOO damages because a State trooper and a railway detective subjected him to “third degree” examination. Ho said that when he refused to confess he was burned on the hands and struck on the head.
