During the discussion in the West Australian Parliament upon the Prime Minister’s suggestion to suspend the migration agreement with Britain, Mr Mitchell, leader of the Opposition, declared Mr Scullin had no right to dccide whether the States should bring migrants from Britain. Mr Scullin s ■action would have a serious effect on the State finances. Mr Butler, Premier of South Australia, has telegraphed to Mr Scullin, asking him to defer the proposal to suspend migration. He points out that the Commonwealth has no right to suspend the migration agreement without the authority of the States.
