He said: "We have no, desire to assume the attitude that we are forcing anything on America; but wo believe that many good Americans are anxious to settle the questions of immigration, citizenship, and landownership of the Japanese in America on basis of true justice after the actual facts are obtained. The sooner such a. commission is appointed ;«id reports, the quicker it will be possible. to sign a treaty, and remove rancour and prejudice."
