Cable Association.} (Received Sunday, 5.5 p.m.) STOCKHOLM, August 22, G-oussof, a member of the Bolshevik Supreme Defence Commission, in a speech said that it was inevitable that Bolshevik power shall become exhausted, as now their enemies were steadily appearing. Bolsheviks will be forced to negotiate with the Allied Imperialists. They must grant the capitalists important concessions and recognise the independence of frontier countries.
