The Chambers of Commerce Congress passed a resolution in favour of strong action being taken against sneak thieving from shops; placing the postal, telegraphic, and telephone communication under non-political and practical business control; making smoking in ship's holds a criminal offence; and daily wireless reports of steamer's movements compulsory.
