A cable from Noumea announces that the Anglo-French New Hebrides convention was proclaimed at Villa on December 2nd in the presence of the Governors of Fiji and New Caledonia.
Melbourne, Dec. 9. The House of Representatives negatived Sir Wm. Llyne's proposed duty of 10 per cent, on paper for printing newspapers, and 6d per lb. on magazines containing advertisements equal to more than one-fifth of the printed matter. The House placed both on the free list.
