In the course of his speech in the Reichstag ia the debate upon the Imperial Estimates, the Chancellor (Count yon Bulow) stated that the allies were co-operating loyally io Venezuela. The blockade would probably be raised the moment the negotiations at Washington had borne satisfactory result. The Anglo-German co-operation in Venezuela had, said the Chancellor, been limited beforehand to securing from an unwilling crediror satisfaction. Identical injury had been done to British and German subjects. , New York, Wednesday. The Hon. John Hay, Secretary of State, received Mr H. W. Bowen, American Minister at Caracas, as the accredited representative of Venezuela at the Arbitration Tribunal. Mr Bowen is authorised to offer the Venezuelan Customs receipts as guarantee for the fulfilment of Venezuela's I obligation. j
