SURRENDER IN CHINA
JAPANESE ENVOYS ARRIVE. (11.20 p.m.) CHUNGKING, .Aug. 21 Japanese envoys, headed by General Kyoshi, have arrived at Chihkiang to arrange the Japanese surrender in China, says the Associated Press correspondent. Kyoshi is General Okamura's De-
puty-Chief of Staff. Another report says that British naval units are on their way to Hong Kong to accept the surrender of the Japanese forces there. "The situation in China appears to have all the elements of a Chinese jigsaw puzzle," states another correspondent, referring to the rival surrender orders to the Japanese in various areas by the Central Government and the Communist leaders. The Communist forces already control the city of Peiping, China's ancient capital in the north, and a force of 30,000 is said to be' marching on Nanking, the pre-war capital. The Communists, the correspondent says, have over 1,000,000 regular troops and almost 2,000,000 guerrillas, and they claim responsibility over 80,000,000 Chinese. The Central Government in Chungking has an army of at least 4,000,000 and a population of 350,000,000. Charges and counter-charges by both sides have been made concerning riots that are said to have broken out. One report mentions a disturbance in Chungking and other towns in Western China.
