INDO-CHINA POSITION. ANOTHER “AGREEMENT.” SHANGHAI, Sept. 2b. The Domei News Agency’s correspondent at Langson states that an amicable agreement has been reached on the spot and hostilities have ceased. The agency’s Southern China correspondent says it is officially announced that Japanese forces landed peacefully near Haiphong this morning. The Shanghai Central News says Chinese troops arc preparing to enter Indo-China.

The Chinese Foreign Office has instructed its Hanoi Consulate to arrange the urgent evacuation of Chinese from Indo-China, also to negotiate for compensation for all Chinese losses which result at Hanoi. AMERICAN HELP.

A New York message says the Daily New s states that the . indo-Cliina representative in Washington, Colonel jacoiny, is going to Hanoi by air bearing promises of aid short of war from thb United States, including permission to buy war materials cond—tional on Indo-Cliina fighting effectively and remaining independent of Nazi influences.

The Daily News added that the Governor of lndo China (Admiral Decoux) had exploded fears that he was a Nazi puppet. It was now hoped that he would lead the fighting and inspire the remainder of the French colonials.

The Secretary of the Navy (Colonel Knox) said that he had not had conversations regarding the possible . use of Singapore by the United States fleet. He added that he did not think that the cruiser Augusta was going to Singapore.
