KWANTUNG ARRESTS.
ACTION BY JAPANESE., Received August 13, 9.50 a.m. TOKIO, Aug. 12. The Domei News Agency’s correspondent at Dairen (Kwantung Peninsula) reports that 19 foreigners, whose nationalities are not revealed, have been arrested and charged with malicious propaganda against Japan and Manchukuo, as well as receiving shortwave broadcasts from New York, Moscow and elsewhere. The arrests are continuing in Kwantung territory.
