FREEDOM OF TRADE.

ITALY’S CHIEF NEED. NEW YORK, Sept. 22. The New York Times Rome correspondent says Italy’s prime consideration is to keep the Mediterranean open, otherwise her mercantile structure will collapse. Geneva.—The American Mr Carter Goodrich has been elected chairman of the International Labour Office Council.
