QUESTION OF FINANCE.

YOUNG FARMERS’ COUNCIL. REQUEST TO CLUBS. As the result of the Wellington council of the Federation ot Young Fanners’ Clubs finding itself short of funds to finance its necessary activities, each club in Lite area is to be asked to conduct a function, the profits from which, if any, will be contributed to tlio council as a means of helping it. Prior to the decision at the annual meeting of the council, on Wednesday, a discussion ensued in which different methods of obtaining finance were gone into. In introducing the subject, Air V. F. Toulmin (Wanganui) stated that the financial position of tlio council was unsatisfactory, the only source ot income being a grant by the Government and the affiliation fees. These items were insufficient to cover the. expenses of the council. Tito position was that they would have to apply to the district committees for a loan, or some other method would have to be devised to obtain finance. Air Toulmin contended that consideration should he given to the making of a levy on district committees. He suggested that in subsidising delegates’ travelling expenses, the council should sot down a certain percentage on which subsidies would he. provided. Air S. Freeman (New Zealand organising secretary) said that lie viewed with horror the manner in which the council had immediately dispersed its Government allocation to the district, committees. Other councils had not done this. 'l'ho chairman (All- E. W. Barnett): This is the most active council in the Dominion, and we need to do this with the money in order to carry on our activities. All- W. F. MeLarcn (Alastertoni said that the question of future fiuanee was a very important one, and a solution must, be found. “It appears that the'districts should he able to stand a small levy,” said the eh airman. Rather than suggest a levy on the clubs, his idea was that the clubs should co-operate with the council, each cluli holding a social or _ sonic other function as a -source of income for the council, said Air A. J. Galpin (Tlunn.vthorpc). The annual educational camp could he conducted by the council and used as a source of income. Mr FT. AT. Linklater (Col.vton) commented that almost all of the council’s funds last year had been spent on subsidising delegates’ expenses to the meetings, hut he considered that this was monev well Ftient. At the same time, he had tried to devise sonic means of securing a definite income, but had not. been able to do so. It was finally decided that each club he asked to hold functions, the profits from which are to he contributed to the council to help it financially.
